Rebecca Ann Seay 46 of 106 Arapaho Ave. Locust Grove, GA passed away on Sunday, May 22, 2011 at Bluefield Regional Medical Center in Bluefield, West Virginia. Rebecca was born on February 21, 1965 in Welch, West Virginia to Clarence and Beatrice Seagraves Phillips of Georgia. She had been a resident of Georgia for the past 35 years and was of the Baptist faith.
